Who approves the ad? It's not a "real" ad until someone does. That's another thing to blame on Sen. Russ.
That requirement doesn't kick in until he hits $5,000 in either donations (including in-kind donations like this ad) or expenditures, or we hit July 14 (60 days prior to the primary).
